PM Modi Receives Guard of Honour in Sri Lanka; Defence Deal Tops Agenda

Colombo, April 5, 2025 — Indian Prime Minister Narendra Modi received a ceremonial guard of honour upon his arrival in Sri Lanka on Saturday, marking a significant diplomatic visit aimed at deepening bilateral ties between the two South Asian neighbours. The high-profile trip focuses heavily on strategic defence cooperation and regional security partnerships.

Modi was welcomed at Bandaranaike International Airport by Sri Lankan President Ranil Wickremesinghe and a contingent of senior government officials. A traditional cultural display and a formal guard of honour by the Sri Lankan armed forces underscored the importance of the visit.

Key Focus: Strengthening Defence Ties

At the top of the agenda is a comprehensive India-Sri Lanka defence cooperation pact, which is expected to include increased naval collaboration, technology transfers, and joint military exercises. Both nations are keen to enhance maritime security in the Indian Ocean region, which has seen increased geopolitical activity in recent years.

According to sources in the Ministry of External Affairs, the proposed agreement includes provisions for:

  • Joint Naval Patrols in strategic maritime zones

  • Training Programs for Sri Lankan defence personnel at Indian military academies

  • Supply of Indian-Made Defence Equipment, including patrol vessels and radar systems

  • Establishment of a Maritime Security Coordination Centre in Colombo

Speaking at a joint press event with President Wickremesinghe, PM Modi emphasized India’s commitment to a “secure and stable neighbourhood,” and reiterated New Delhi’s support for Sri Lanka’s sovereignty and regional leadership. “Our shared ocean must remain free, peaceful, and open. We are natural partners in ensuring that,” Modi said.

Economic and Cultural Cooperation Also on the Table

Beyond defence, the leaders are also expected to discuss boosting bilateral trade, digital infrastructure, and energy connectivity. An MoU on renewable energy cooperation is anticipated, with India likely to invest in wind and solar energy projects in the Northern and Eastern provinces of Sri Lanka.

Additionally, the visit includes cultural engagements, including Modi’s scheduled visit to the sacred Temple of the Tooth in Kandy and meetings with leaders of the Indian-origin Tamil community.

Regional and Global Context

The visit comes amid shifting regional dynamics, with both India and Sri Lanka navigating complex relations with global powers, including China and the United States. Analysts view the India-Sri Lanka defence dialogue as a strategic move to counterbalance growing Chinese maritime presence in the region.

This marks PM Modi’s second official visit to Sri Lanka during his third term, signaling a renewed thrust in India’s “Neighbourhood First” and “Security and Growth for All in the Region” (SAGAR) policies.

As Modi concludes his visit, the signing of the defence cooperation pact is expected to cement a new phase in India-Sri Lanka ties — one driven by shared security interests, economic growth, and cultural affinity.
