Top Court Asks Poll Body to Include Aadhaar, EPIC in Bihar Voter Roll Revision

In a significant move to enhance transparency and eliminate bogus voting, the Supreme Court of India has directed the Election Commission to incorporate Aadhaar and Electors Photo Identity Card (EPIC) data in the ongoing voter roll revision exercise in Bihar. The top court’s decision is expected to impact the upcoming elections and streamline the electoral verification process.

The directive came while the apex court was hearing a plea seeking measures to curb electoral fraud and improve the accuracy of voter rolls in Bihar. A bench headed by Chief Justice D.Y. Chandrachud stated that linking Aadhaar and EPIC details would ensure a more robust and verifiable voter database, particularly ahead of the 2025 Bihar Assembly polls.

“The sanctity of elections lies in the integrity of the voter list,” the bench observed, emphasizing that accurate rolls are vital for fair and free elections. The court has asked the Election Commission to complete the Aadhaar and EPIC integration process in a time-bound manner and submit a compliance report within six weeks.

The Election Commission has acknowledged the court’s direction and assured full cooperation. A senior EC official stated, “We will take all necessary steps to ensure the voter roll is transparent, updated, and reflective of genuine electors. We welcome the court’s support in strengthening the electoral process.”

However, the move has sparked a debate over privacy concerns and data misuse. Civil liberties groups have cautioned that the mass linkage of Aadhaar may expose voter data to surveillance risks if adequate safeguards are not ensured.

Political reactions have been mixed. While the ruling party in Bihar has hailed the court’s move as a step toward clean elections, opposition parties have demanded that voter deletions due to Aadhaar mismatches be strictly monitored and addressed through a transparent grievance mechanism.

This is not the first time the issue of Aadhaar-voter ID linkage has reached the judiciary. In earlier rulings, the court had allowed voluntary linking but refrained from making it mandatory due to privacy concerns. The current directive, however, places renewed emphasis on the need for voter verification through credible identity mechanisms.

With Bihar’s political climate heating up, the Supreme Court’s intervention is poised to play a crucial role in determining the integrity of the electoral process in the state.
